The option for an owner of a single family home [not condo not town house] to be their own contractor as an Owner Builder is still available. The DPP has generated a new set of stipulations that an owner is now obligated to adhere too. Basically, an owner is agreeing to comply with all rules, regulations, laws for State, County, and City of Honolulu that apply to General Contractors having at least a Class B license. This includes adequate insurance for mis-haps to the property and persons working on the property.
